The Demise of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from multiple capitals. Significant resources is expended on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability afforded by timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from catastrophe and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that European nations are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a entire defensive failure until circumstances change in its favour.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
